| 本文在肯定《兽药管理条例》颁布实施以来为我国兽药行业发展发挥巨大作用的同时,就目前中央与地方事权划分、监察体系建设、处罚条款细化、标准体系建设和明确生产与销售企业主体责任等存在的问题进行分析,并提出修订建议。 |

| Although a great achievements are obtained in veterinary medicine industry since Regulation of Administrative Veterinary Medicine was issued in 1987,there are still some problems unsolved ,such as the different functions between the central government and local governments, the reconstruction of supervision system, the detail articles for punishment, and the quality standards for Veterinary Medicine . The responsibilities of the company for producing and selling also need to be discussed. Some of the proposals are propounded for the administrative departments . |
